France's Political Ongoing Crisis: The Dawn of a New Political Era
Back in October 2022, when Rishi Sunak assumed office as the UK's leader, he became the fifth British prime minister to occupy the position in six years.
Triggered in the UK by Brexit, this represented unprecedented political turmoil. So how might we describe what is occurring in France, now on its sixth premier in 24 months – three of them in the last ten months?
The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the cost of his government’s survival.
But it is, in the best case, a temporary fix. The EU’s second-largest economy is locked in a political permacrisis, the scale of which it has not experienced for decades – perhaps not since the establishment of its Fifth French Republic in 1958 – and from which there seems no simple way out.
Minority Rule
Key background: ever since Macron initiated an ill-advised snap general election in 2024, France has had a divided assembly separated into three warring blocs – the left, far right and his own centre-right alliance – without any group holding a clear majority.
At the same time, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and budget shortfall are now almost twice the EU limit, and strict legal timelines to approve a 2026 budget that starts controlling expenditures are nigh.
Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, a little over two weeks ago, Lecornu unveiled his new cabinet – which turned out to be much the same as the old one – he encountered anger from allies and opponents alike.
So much so that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in recent French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job all but impossible.
Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for another 48 hours in a final attempt to secure multi-party support – a mission, to put it gently, filled with challenges.
Next, two ex-prime ministers openly criticized the struggling leader. Meanwhile, the right-wing RN and leftist LFI refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to prevent a vote. The leader's team announced the president would name a fresh premier two days later.
Macron honored his word – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and is he able to approve the crucial budget?
In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s controversial pension changes, what they were expecting: Macron’s key policy would be suspended until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would not back no-confidence motions proposed against Lecornu by the extremist factions – meaning the administration would likely endure those votes, due on Thursday.
It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is just the start.”
Changing Political Culture
The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, similar to the Socialists, the right-leaning parties are themselves split on dealing with the administration – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how tough Lecornu’s task – and longer-term survival – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR want him out.
To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth precarious prime minister in two years is, like his predecessors, toast.
Most expect this to occur soon. Even if, by an unlikely turn, the divided parliament musters collective will to pass a budget by year-end, the prospects for the government beyond that look grim.
So is there a way out? Early elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.
An alternative might be for Macron himself to resign. After winning the presidential election, his replacement would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.
Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
In the end, France may not emerge from its quagmire until its leaders accept the new political reality, which is that clear majorities are a thing of the past, winner-takes-all no longer applies, and compromise is not synonymous with failure.
Many think that transformation will not be possible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.
“The regime … was never designed to facilitate – and actively discourages – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
